Integrantes del Observatorio Ciudadano del Agua y Saneamiento han enviado una petición formal al nuevo presidente municipal, Ricardo Villarreal García, advirtiendo que en años anteriores los miembros del Consejo Directivo del organismo operador del agua en San Miguel de Allende, SAPASMA, han sido electos sin contar, en su gran mayoría, con el perfil adecuado para cumplir con sus responsabilidades.
Cada vez se evidencian más las carencias de mejores servicios a los que se enfrenta la población, tanto urbana como rural. Y esto ha llegado a su límite. Existe suficiente documentación científica y técnica que comprueba una serie de retos a los que se enfrenta nuestro municipio en cuanto a la calidad y cantidad de agua disponible.
La contaminación del acuífero debido a la sobreexplotación, el alto costo al acceso del agua (en zona conurbada y comunidades rurales), la baja proporción de captura de agua pluvial (cosecha de lluvia), la mínima existencia de sanitarios secos funcionales, los arroyos urbanos y campestres como depósitos de basura o descargas de aguas negras, (SAPASMA descarga a la Presa Allende el 50% del agua que colecta), el irregular saneamiento y re-uso de aguas residuales, el uso indiscriminado del riego agrícola, el estado actual del acuífero y la insuficiente recarga del mismo, así como la escasa prevención de la contaminación de las aguas son problemas a resolver y oportunidades de mejorar.
Existe una real crisis del agua en San Miguel de Allende y en la región, lo que obliga al nuevo Consejo Directivo de SAPASMA enfrentarlos de manera conjunta con los diferentes sectores de la comunidad. Requerimos de SAPASMA un auténtico liderazgo frente a la ciudadanía en su conjunto en colaboración con quienes están comprometidos con los proyectos del agua de manera independiente. Es de nuestro conocimiento que existe un manual operativo realizado por la empresa Deloitte donde se definen los perfiles de cada uno de los miembros del Consejo para garantizar la eficiencia del SAPASMA con respecto a la atención a las carencias de la población, tanto sub- urbana como rural, con agua de calidad, suficiencia en cantidad y mejores servicios.
Members of the Citizens Observatory Water and Sanitation sent a formal request to the new mayor, Ricardo Villarreal García, noting that in recent years the members of the Board of Directors of the agency in charge of managing our water resources in the city of San Miguel de Allende, SAPASMA, have been elected without considering, for most of them, if they do meet the profile needed to perform their endeavors.
It is increasingly evident the lack of better services for the urban and rural population. This has come to its limits. There are enough scientific and technical studies showing the many challenges that our municipality must face with respect to the amount and quality of available water.
The contamination of the aquifer as a result of the high amounts of pumping; high cost of access to water (the suburbs and the rural areas); low proportion of rain water harvesting actions; minimal existence of functional dry toilets; the use of urban and rural creeks as dumps or black water discharge sites (SAPASMA discharges into the Allende Dam 50% of the water it collects); irregular treatment and lack of reuse of waste waters; indiscriminate use of water for agriculture; the current state of the aquifer and the insufficient recharge thereto, as well as the scarce measures to prevent contamination of water in the new residential and industrial developments are all the problems that need to be solved and the opportunities which must be addressed.
There is a real water crisis in San Miguel de Allende so we expect the new Board of SAPASMA will take into account the real and serious water problems that exist and need to be jointly faced by the different sectors of our comununity. We require SAPASMA to asume it´s leadership with those who are committed to the water issues with specific projects. It is very important that the members of the Board of SAPASMA are selected with the appropriate profile to perform their duties. We know that there is an Operative Manual made by the company Deloitte setting the profiles needed for each office of the Board, which is already in progress.
The efficiency of SAPASMA is fundamental to meet the lacks of the population, urban and rural, and offer water with the quality and in the amount needed, along with better services.
